Deputy Programme Coordinator (Operation and Cash Transfer)
Mr. Şaylan has assumed his duties as Operation and Cash Transfer Deputy Coordinator at Kızılaykart Cash Based Assistance Programmes as of 2016. His technical area of expertise lies with cash-based transfers including leadership in data and transfer management and reconciliation processes, food security from emergency to resilience and livelihood opportunities, accountability to affected populations, along with outreach activities through developed information and referral mechanisms.
As the starting point of his journey in emergency, post-emergency, humanitarian assistance and recovery operations, between 2011 and 2012, he was in charge of the Asia Pacific Desk at TRC. He played a crucial role in initiating, maintaining and terminating many humanitarian assistance activities during disasters such as the Nepal earthquake and Haiyan hurricane. He was also responsible for detecting and prevention of any possible disasters, forming strategies, objectives and implementation policies regarding countries, tracking the necessary processes and enabling coordination among delegations and teams along with the headquarters and central institutions.
Serhat Şaylan has also worked as Head of Strategy and Information Management Unit at TRC for International Humanitarian Assistance Operations, designating rules, regulations and guidelines as well as leading the implementation processes of the directorate’s objectives and strategies for a duration of two years.
He worked as Head of Migration Services Unit at Turkish Red Crescent for two years, where he was responsible for design and development processes of the newly-found directorate as well as for daily follow-up of all activities and performances within the Humanitarian Assistance operations of TRC as response to Syrian Crisis. He served as the focal point for migration policies ad strategies on behalf of the institution and coordinated all processes with other institutions and organizations.
Throughout his career, Şaylan took part in many complex humanitarian operations and activities in different regions, which contributed to his advanced experience and knowledge in all fields of operations and cash management, and increased his success in designing and outlining scopes of programmes by taking vulnerabilities of groups into account, managing implementation timelines and conducting strategic operations of cash programmes as well as building partnerships and developing systems.
Having worked with a humanitarian approach for almost 10 years and equipped with a strong academic background with a Master of Arts in Management and Strategy and two Bachelor’s Degrees in Economy and International Relations, he has advanced knowledge of operations and cash transfer cycles alongside his managerial skills, acting as a direct supervisor of around 150 staff within the flagship cash platform within TRC.
